I read this in DiarioNecochea.com.ar: Argentina's Minister of Planning, Julio de Vido, earns AR$8,494 a month (roughly $2,800 Canadian) but pays a rent of U$S 3,000 per month for the appartment in which he lives. So, basically, he has to borrow a few hundreds just to pay the rent, and then lives from what he hunts and fishes for the rest of the month.
Still, he managed to buy a U$S 750,000 farm in Zarate, 95Km north of Buenos Aires.
If that's not good planning, then I don't know what that is.
